Abstract
Because of the demographic changes and the increasing of psychiatric disorders the demand for special accommodations for psychiatric patients and elderly people increases. The requirements for the operators of such facilities are also continually on increase. To what extent these operators are responsible for the safety and security of their occupants is unclear and safety (management) concepts therefor accordingly hardly exist. The aim of this thesis it to present the current legal situation for sheltered housing arrangements and to develop guidelines for the implementation of safety concepts for these institutions. The Sozialpsychiatrische Wohnhaus in Lagergasse, Graz (owned and run by Miteinander leben GmbH) was selected as an illustrative example for the implementations of the Guidelines.
