    Abstract

    Since 2004, the landfilling of untreated solid waste, that contains more than 5 % organic carbon or exceeds a higher heating value of 6,600 kJ / kg DS is prohibited in Austria. Reasons are the high prices of primary energy, the lack of landfill volume and the desired reduction of greenhouse gas emissions. The aim is the thermal utilization of suitable waste fraction of municipal solid waste (MSW) and industrial waste. For the trade contracts between collection system, waste treatment and utilization plant operators, comprehensible quality assurance of the waste streams is necessary. Additionally authorities want to regulate the waste streams. The utilization processes need representatively derived and agreed quality criteria values as well as the authorities for a possible fuel product derived from the refuse. Best available technology (BAT) is still sampling with single increments per shipping unit with changes foreseeable. The Sampling Strategy presented in this work was validated with two fractions of municipal solid waste, namely a high and a medium caloric fraction, and it lays down a practical path towards sampling of heterogeneous fractions of mixed municipal solid waste and industrial solid waste. Anticipating the sampling model of the CEN TC 343 Solid Recovered Fuels far ahead of the developments of the working groups, and carrying out the standardization process, as early as 2003, two weekly productions were sampled and the physical and chemical parameters determined by standardized analytical methods.
