Abstract

The abilty from the local authorities to protect their population is a crucial factor to a functional desaster- management. The constantly, complexity risks let us reveal, that the local authorities needs new tools and attempts to handle with disaster’s and catastrophies. This thesis investigates the coping phase from external risks and disaters. The investigations are concentrating at the current situation in Germany Switzerland and Austria with focus on the city of graz
